Within the framework of the XXVI St. Petersburg International Economic Forum, the
Government of the Udmurt Republic, TVEL JSC and Rusatom Metal Tech LLC (part of the
TVEL Fuel Company of Rosatom) signed an agreement on cooperation in the implementation of
investment projects. The document was signed by the head of the Udmurt Republic Alexander
Brechalov, President of TVEL JSC Natalia Nikipelova and General Director of Rusatom Metal
Tech LLC Andrey Andrianov.
The key initiative under the agreement is the implementation of an investment project aimed at
creating a large-scale production of permanent rare-earth magnets on the territory of the Udmurt
city of Glazov.
The demand for such products in the world is growing due to the transition to clean power and
electric transport, since permanent magnets are an important component in the manufacture of
electric motors and generators of wind power plants.
"To implement this investment project and subsequent joint projects of the TVEL Fuel Company
on the territory of Glazov, we plan to create an industrial park with a total area of 20 hectares,
with the prospect of increasing it to 60 hectares. The plant for the manufacture of permanent
rare-earth magnets will be the first such production not just in the industrial park, but in Russia,
and I am very grateful to my colleagues from Rusatom Metal Tech and TVEL for their trust and
the ability to localize it in Glazov. the project will give the city and the republic more than 200
jobs," commented Alexander Brechalov, Head of the Udmurt Republic.
"Glazov is home to one of the main assets of the TVEL Fuel Company – the Chepetsky
Mechanical Plant, a key metallurgical enterprise of the entire nuclear industry, and we are
pleased to strengthen our presence in the city and the region that we are so familiar with. The
creation of a large-scale production of permanent rare-earth magnets in Glazov will give many
positive effects in various fields. This is the strengthening of national technological sovereignty
in a complex high-tech field, the growth of our metallurgical business and a powerful incentive
for the development of competencies in the field of electric propulsion. Finally, this is an influx
of investments and creation of new jobs, which means the growth of the economy in the city and
the region," said Natalia Nikipelova, President of TVEL JSC.
"Rusatom Metal Tech has all the necessary scientific and technological competencies to create
the Russias first large-scale full cycle production of permanent rare-earth magnets of the
neodymium-iron-boron system. By 2028, we plan to produce more than 1,000 tons of permanent
rare-earth magnets based on the domestic mineral raw material base per year with the prospect of
expanding production to 3,000 tons after 2030. We plan to expand the supply markets for rare-
earth magnets, which cover actively developing sectors of the Russian economy: from the
automotive industry to the space industry, from applications in electronics to the creation of
powerful generators," said Andrey Andrianov, General Director of Rusatom Metal Tech LLC.
TVEL Fuel Company has been engaged in the phased localization of permanent magnets of the
neodymium-iron-boron system for several years. The first batch of magnets produced by
Elemash Magnet LLC (part of the TVEL Fuel Company of Rosatom) was delivered to the
NovaWind plant (Rosatom division responsible for wind energy projects) for the production of
wind power generators in 2020.
